             Developers of Google X want to provide the Tornado-devastated Puerto Rico with basic Internet services via Stratosphere balloons. After the flood disaster in May, the Loon project succeeded in Peru.


        After several inquiries about Twitter, the developer team explained to the Loon project at Google X that it is negotiating with the authorities in Puerto Rico to enable the operation of stratospheric balloons with radio hotspots across the island. These relay stations are supposed to carry at least the e-mail messages instead of the destroyed ground stations, thus contributing to disaster relief. In May, this approach in Peru had helped alleviate the consequences of the flood disaster there.
Google X is a sister company of Google, so another department of the parent company's alphabet. With Project Loon, the company is primarily pursuing commercial targets and expects profits in the foreseeable future. But in Puerto Rico, the Google activists seem to be launching concrete action without profit expectation, while US President Trump has so far only talked about funding for cleanup with the government in Puerto Rico. Loon, as some tweets suggest, goes back to US government ideas to overstate countries with restrictive regimes with uncensored news channels.
Project Loon's project (video) involves organizing the production of suitable hot-air balloons in thousands of units, setting up a control center to track and control the balloons, and recruiting teams that have dozens of balloons per day and wait in the event of a failure. According to Google spokesters, the balloons have a typical life span of 100 days. The control center can selectively direct each balloon to a target point by adjusting its hover height to an air layer with a suitable wind direction. The data is transmitted in cooperation with local telephone companies via LTE.
